Even when there are widespread domestic problems, the military is given a disproportionate amount of government funding, and the domestic agenda is neglected. Soldiers and military service are glamorized.

Under fascist regimes, the police are given almost limitless power to enforce laws. The people are often willing to overlook police abuses and even forego civil liberties in the name of patriotism. Spy on them, it won't hurt.

Infiltrate and harass citizens' groups. Churches, unions, etc. It can even be trivial matters.

Find dissenters, arrest them, then release them. Only to do it again and again. It's fun, promise!

Threaten civil servants, artists and academics with job loss if they don't toe the line.

In some countries parts of the media may be directly controlled by the government, but in other cases, the media is indirectly controlled by government regulation, or sympathetic media spokespeople and executives. Censorship, especially in war time, is very common. Complete control over all public media sources is a characteristic of Fascism. Control the media control the people.

Claim dissent as "treason" and any form of criticisms as "espionage'. Criminalize certain kinds of speech and expand the definition of "spy" and "traitor" to fit your case.

In parliamentary procedure, suspension of the rules allows a deliberative assembly to set aside its normal rules to do something that it could not do otherwise. However, there are rules that cannot be suspended. Suspend them anyways in the name of the "general good".
